After graduating with a Master’s degree in Political Science, Bachelor in Law and Legislation and Postgraduate Diploma in Local Governance from the prestigious universities of Peshawar and Karachi, Pakistan, Mr. Muhammad Khaliq worked in the Local Government, Elections and Rural Development Department (Khyber Pakhtunkhwa) till he reached the position of Additional Secretary and then the position of Special Secretary to the Chief Minister of Khyber Pakhtunkhwa Province of Pakistan. Mr. Khaliq joined the Local Government, Elections and Rural Development Department in 1990 and in this government department, he has held key positions in field offices including Tehsil Officer Regulations and then the position of Chief Municipal Officer/Tehsil Municipal Officer in several municipalities, primarily in Malakand Division.
Mr. Muhmmad Khaliq is also having experience in development. He has worked senior advisory roles with international development organisations including Canadian International Development Agency (CIDA) and German International Cooperation (GIZ-SGGP) for almost six years (2008-2013), while he has successfully absolved the consultancy assignments with UNDP+SDC (EIROP- 2004), ADB (DSP- 2006), USAID (KPG -2016), EU (CDLD- 2017), DFID (RWSSP-2006/08) and WB (WSP-2016) on intermittent basis.
Mr. Muhammad Khaliq has served as Special Secretary to Chief Minister Government Khyber Pakhtunkhwa Province Pakistan.

He has worked after his retirement from the government job, Mr. Muhammad Khaliq was appointed as advisor/focal person of the Chief Minister of Khyber Pakhtunkhwa and he looked after development initiatives in the province. He played an active role on policy level, dealing with all kind of internal and external development initiatives, liaising with the federal, provincial governments ministries and development. He was also responsible for coordination /dealing with donors and NGO’s working in the province. He assisted the Chief Minister and Principal Secretary in disposal of summaries, dealing with Chief Minister directives pertaining to development, dealing with welcome address/demands during Chief Minister visits and looking after budget and financial matters of the provincial Government.
