Mr. Syed Mahboob Ur Rehman belongs to Dangram, Mingora, Swat, Khyber Pakhtunkhwa, Pakistan. He is currently pursuing a Ph.D in Management Sciences, Alhamd Islamic University, Islamabad, Pakistan, and is expected to complete in the near future.

He also has a Master’s of Science in Management Sciences, specializing in HRM, which he earned from Rapha International University, Islamabad, Pakistan in 2018. In addition, he has a Master’s degree in Business Administration (MBA) in Finance, which he obtained from Bahria University, Islamabad, Pakistan, in 2003. He got his B.A from the University of Karachi, Pakistan, in 1997.

Mr. Mehboob has held several positions in his career, including Director Planning & Development (BPS-20) in the University of Swat from 2021 to 2022. Now he is the head of Central Library (BPS-20) since October 23, 2022. He also served as Registrar (additional Charge) of Swat University from April 12, 2021 to January 6, 2022. Additionally, he worked as Additional Registrar (BPS-19)/ Acting Registrar, from March 2019 to April 12, 2021, and as Acting Director Planning & Development, from 2020 to 2021. He was also the director Shangla campus of Swat University from 2018 to 2020, and Manager Liaison (ORIC) in Swat University, from 2017, to 2018. Before that, Dr. Mahboob Ur Rahman served as Acting Director Planning & Development from 2015 to 2017, and Additional Registrar (BPS-19)/ Acting Registrar from 2012 to 2016. He also worked as Acting Controller of Examinations (Additional Charge) of the University of Swat from January 2014, to March 2014.

As Director Planning Development, he has been responsible for preparing PC-1s for developmental projects and presenting them before the relevant forums, advertising PC-1 components following the standard procedure, coordinating with Designing and Supervising consultants to resolve issues in ongoing developmental projects, sharing progress reviews of ongoing developmental projects with relevant offices, liaising with relevant offices at HEC and HED regarding ongoing projects, supervising and monitoring construction work and ensuring timely execution of projects. During his tenure as Director P&D, he submitted a project called “Establishment of University of Swat Phase-1” worth Rs. 2.8 billion to the Higher Education Commission, Islamabad, and the Higher Education Department Khyber of Pakhtunkhwa, which was approved. He has also submitted a project titled “Establishment of Women Campus, University of Swat” worth Rs. 987 million to Higher Education Commission, Islamabad, in 2017, which was also approved, and the Campus was started in rented buildings. However, construction work of permanent the building for the same could not be initiated due to non-availability of land. Now the Provincial Govt. of Khyber Pakhtunkhwa has allowed the University of Swat to get Foreign Trainings imparted.

Mr. Mehboob participated in “Islamic Development Bank (IDB), Global Islamic Leadership Program” at Kuala Lumpur, Malaysia in 2012. The program was organized and financed by Islamic Development Bank, Saudi Arabia.

Mr. Mehboob also participated in “Islamic Development Bank’s, Global Islamic Leadership Program Advance Level Series” at Kualalampur in 2013) The program was organized and financed by Islamic Development Bank, Saudi Arabia. He achieved Best Performance Award in the Program.

Mr. Mehboob participated in Advance Management Visit Program on Human Resource Management to Australia (Brisbane, Sydney and Canberra) & Thailand (Bangkok) in 2014. The program was financed by the World Bank in coordination with Higher Education Commission.

Because of his experience in project designing, planning, development, coordination and management and his international exposure, Mr. Mahboob Ur Rahman is a valuable asset of QAFELA.
