Prof. Jehan Sher

Prof. Jehan Sher remained the CEO of QAFELA from March 2011 to December, 2023. With the aim of serving humanity without any distinction on any basis, Prof. Jehan Sher is a highly accomplished individual who has excelled in various sectors of development like academic management, livelihood/community development, education and training, project management, coordination and research. He has recieved second position in his Masters in English from the University of Peshawar and first position in MS from Bacha Khan University, Charsadda in Pakistan.
Prof. Jehan Sher is having more than 33 years of experience in higher education/academic management and has been imparting education and managing educational institutions since 1991.
Besides his experience in academic management, education and training, Prof. Jehan Sher is also having experience of work on senior management positions in various local and international NGO’s, UN Agencies and Donor Agencies. He started his career in development sector with the position of PRA team leader, translation/interpretation and tutor from SDC-funded Kalam Integrated Development Project of the Government of Khyber Pakhtunkhwa, Pakistan, on part-time basis in 1992 along with his government service in the department of higher education, Government of Khyber Pakhtunkhwa in 1992. Then, he worked as full time Team Leader in DFID-funded Pakistan Participatory Poverty Assessment Project of the Planning Commission of Pakistan. He led Pakistan PPA Project teams in the former Tribal Areas of Pakistan (Now, NMD’s in KP) and the former Northern Areas of Pakistan (now Gilgit Baltistan Province of Pakistan) in 2001 and 2002.
Prof. Jehan Sher also worked as the Team Leader in Project Planning Technical Assistance for ADB-funded FATA Rural Development Project of the Govt. of Pakistan.
Prof. Jehan Sher also worked as the Regional Program Manager for Malakand Division in the UNDP/SDC funded EIROP, a project of the Government of Khyber Pakhtunkhwa, Pakistan. Then, he joined International Rescue Committee (IRC) Pakistan as Protection Manager in the Emergency Response Unit, Mansehra Pakistan. As a reward for his hard work, excellent performance and dedication, he was promoted from the position of Protection Manager to the position of Head of Community Development Program by International Rescue Committee Pakistan. He also worked as the Project Director of the Dutch Agency, SV-funded relief and recovery project implemented by IRC in the Neelum Valey of Kashmir.
Prof. Jehan Sher also served as Senior Livelihood Management Coordinator for Khyber Pakhtunkhwa Province in the Livelihood Rehabilitation Program of FAO Pakistan and the Earthquake Reconstruction and Rehabilitation Authority (ERRA) Pakistan.
Prof. Jehan Sher has also worked as Senior Director Operations and Emergency Response in FATA Livelihood Development Project of USAID and FATA Secretariat. He also worked as Head of Projects and Head of Monitoring for five national projects of Group Development (French NGO) in Pakistan, which was implemented by Sanjog, an NGO working in the Punjab. Prof. Jehan Sher has also worked as Project Coordinator in Punjab and Khyber Pakhtunkhwa for Merlin UK.
Prof. Jehan Sher’s research works include poverty assessment through qualitative research in Pakistan Participatory Poverty Assessment Project in the former tribal and northern areas of Pakistan, which are now the merged districts of Khyber Pakhtunkhwa Province and Gilgit Baltistan Province of Pakistan. He also led the qualitative research teams of a UNDP-funded Project in Daral, Satal and Shahgram Valleys of Swat, Pakistan. He also conducted research on violence and non-violence through a comparative study of Bacha Khan and W.B.Yeats.
Prof. Jehan Sher has also authored several publications, which include Pakistan Participatory Poverty Assessment Site reports for three agencies of former tribal areas and three districts in Gilgit Baltistan, Reports for former FATA and FANA and provision of data for Pakistan Participatory Poverty Assessment Report for Khyber Pakhtunkwa and Pakistan PPA National Report for Pakistan. He also co-authored reports profiling Daral, Satal and Shahgram Valleys in Upper Swat, Pakistan. He wrote the thesis of his research on Philosophy of Non-Violence through a comparative study of Bacha Khan and William Butler Yeats.
Prof. Jehan Sher has recieved various
distinctions/awards/ rewards from various organuzations and institutions. He has recieved second position in the province in his Masters in English from the University of Peshawar and first position in Bacha Khan University Charsadda Pakistan in his MS in English Literature. For his excellent performance, he was rewarded with promotion from the position of Protection Manager to the position of Head of Community Development Program by International Rescue Committee Pakistan. He applied for the position of Livelihood Management Coordinator in FAO, which was a district-level position, but he was considered for the position of Senior Livelihood Management Coordinator, i.e. the head of province instead of district. He applied for the position of Director to FATA LDP of the USAID, but he was hired as Senior Director Operations and Emergency Response because of his experience, achievements and dedication communicated by his ex-supervisors.
Prof. Jehan Sher won the Best Trainee Award from the Asian Disaster Preparedness Center Bangkok and Higher Education Academy for Research and Training (HEART) Peshawar. In his government job, the worthy Secretary Higher Education Khyber Pakhtunkhwa confided in him by appointing him as the principal of one of the topmost colleges in the whole province, in which he brought about drastic positive changes within a few months.
Prof. Jehan Sher has obtained and imparted training in several fields of development. He has obtained 100 credit hours international training in Disaster Management from the Asian Disaster Preparedness Center (ADPC) Bangkok, Thailand. Besides, he has obtained training in Reporting to European Donors arranged by International Rescue Committee UK at Islamabad Pakistan, training in conflict resolution from SPADO Pakistan and USEF at Islamabad Pakistan,training in strategic planning by IRC Pakistan, traing in social organisation arranged by CHIP at Kalam Swat Pakistan, training in proposal writing arranged by UNDP at Swat, training of trainers arranged by Associated in Development and UNDP EIROP Project at Peshawar Pakistan, training in Participatory Poverty Assessment in Abbottabad imparted by Sungi Development Foundation and Pakistan Participatory Poverty Assessment Project of DFID/PCP. He has also obtained training in community development and Protection and Promotion of Human Rights arranged by IRC head office US at Mansehra Pakistan.
Prof. Jehan Sher has also got training in preparation of Community Revitalization Plans from IRC and Community Livelihood Rehabilitation Plans from FAO in Abbottabad. He has also obtained training in pedogogy from HEC in Gomal University D.I. Khan Pakistan, 40 days training in education from Higher Education Academy for Research and Training , Peshawar for his promotion to the position of Associate Professor and 30 days training from the same academy for promotion to the position of Professor/Principal.
Prof. Jehan Sher has also imparted/facilitated training in various fields of development. He has facilitated 250 plus training workshops in protection and promotion of human rights, community mobilization, social organization, Participatory Reflection and Action, Complaint Mechanism, proposal writing, gender mainstreaming and local governance.
Prof. Jehan Sher possesses several skills that have enabled him to make a difference. He possesses skills in project planning, project management, coordination, report writing, proposal writing, community mobilization, social organisation and networking of CSO, preparation of logframes, preparation of monitoring matrices, monitoring and evaluation of projects, impact assessment, facilitation of training workshops, innovative thinking, institutional management, teaching, team building, team leading/program management, strategic planning, fund raising, advocacy, qulitative and quantitative surveys and research, participatory reflection and action (PRA), participatory poverty assessment (PPA), PSA and carrying out community revitalization plans and community livelihood rehabilitation plans.
Prof. Jehan Sher is having experience of working successfully under pressure in hard and difficult areas like the former tribal areas of Pakistan and District Kohistan of KP Province of Pakistan.
